Superman is vastly stronger then Goku, physically. He is also faster. Goku might have an edge in energy projection and h2h skills. All in all I would consider them both good guys who wouldn't fight.
Gokus problem is his blunt force durability and his lack of true invulnerabiity. Superman can tank what he can dish out, vice versa it doesn't look that good for Goku.
I would still consider SSG or SSJ4 Goku an High Herald.
Power levels in DB are just a bad way to gauge their powers, because their feats contradict them.
They are rather like mana. You can fight longer with a huge power level and use more and deadlier attacks but you won't get so much stronger, you can amp just a little bit more.

Not Blood and Thunder Thor? At base, he's above low herald, and with power gem and madness, that put him in trans or greater, at least (A normal human with the power gem took down Rulk..)
