It's been a very long time since I've read the actual issue but I don't believe he ever thought Surfer was going to be able to beat Thor, not on his own. Like it was said, what hope does Surfer have if Loki could not accomplish it? Hence why he amped his might significantly.
In that story, he was ridiculously powerful. Re-read it, look at how he was handling Thor. It was freaking insane; one of his best feats along with taking on Skyfather level Set in his own realm. Just like the barrier thing, it reflects on how crazy powerful Loki's magic can be.

Maybe, but I don't think so. Why are you assuming they were wrong in their assessment? Surfer barely beat a holding back Thor while super amped. Surfer was still powerful despite not being at his peak but he was no match for Thor's power or Loki's magic, his comments about Mjolnir and Loki waving away the Galactus barrier made that abundantly clear.
Maybe not, but it's a big testatement to how powerful his magic is. Also it should be noted that in that arc Loki when he was accessing more of his power through the Odin-Ring was solidly above Herald level. But that's a high point and not his norm.

He would have defeated him easily though, had he been weaker. There's not much there to indicate holding back. He was trying to find a worthy contender against someone more powerful than he, and him holding back would be fruitless. Not saying he went all out, but him not trying to beat Surfer, and therefore it's not indicative of power level sounds stupid. Especially when you look at what Surfer tried in the battle... IE almost nothing.
Because you're implying a level of power behind it. We know for a fact that Loki isn't >>> Hulk + Surfer, so why is it even relevant in a power battle?

The thing is I totally believe that Team 1 could win this for a variety of reasons. Superman and Silver Surfer are very powerful in their own right and only an idiot would think that neither Clark nor Norrin could ever beat Thor or Loki.
