Because Surfer's going to be too busy defending himself to be concerned with amping Superman for one thing. And for another it's about as likely as Surfer attempting to depower Superman using solar energies or synthesizing Kryptonite radiation with Cosmic Awareness.
And if go the amping route, Loki's much more likely to amp Thor (as he's done it before in addition to amping other beings or giving them power) than Surfer would amp a stranger he's fighting alongside in a battle.

Surfer has used weakness exploitation, like once in the past. So it's... Expected? It depends on whether or not Surfer knows that Superman can be amped, and though I don't expect them to use it every single battle, it's feasible, I mean, it would likely happen in a comic book featuring both of them.
Also while Thor is a powerful offensive threat, Loki is not going to present that much of a trouble inmediately considering the level of durability Surfer and Kal carry. It's a legitimate strategy, even if you can argue if it would work at all, Loki does carry magic.

Nobody is preventing Loki from amping Thor, I'm just pointing out Superman being amped by Surfer is not as sketchy as either soloing or Superman absorbing Godblasts -why would Thor throw Godblasts at all anyways?-.
The Classic Loki vs Classic Surfer fight was a clear stalemate.
But if anything the comic suggested it's actually Loki whose the more powerful of the 2.
Btw I remember a New Avengers comic where Loki turns the Avengers all into Cardboard with a wave of his hand. Including Hulk and Juggernaut. Anyone know if that's canon?
