Superman's obviously faster (and has way better maneuverability) in combat but if we're just talking about travelling and shit then I disagree. Nor do I think PIS has much of an influence on Surfer's speed.

No they've maneuvered around the big brute. Hulk has been clearly depicted recently as having speedster type speed. It's something he's always had. And Thor's always been at least as fast as him. In fact he's usually been faster than Hulk in their punch ups.
Now I'm not claiming they are close to Superman in speed. But definitely a heck of a lot faster than Spiderman and Wolverine.

That's probably to the benefit of Thor.
If there was ever any established speed based on average feats, you can bet it would be far slower than Superman's. Yet having a vague "superspeed" label generally means Thor can keep up with whoever he is matched against. That's the beauty of Marvel characters, speed is much less of a factor, and sometimes not at all.
Even amongst arguably close peers like Superman and Wonder Woman in terms of speed, the combat speed factor is still a much debated point.
But when it comes to DC vs Thor, it doesn't matter what level of superspeed it is, Thor "has tagged "X" before", that automatically means he can react to PIS-less Superman speeds.
Hulk can fight Thor as if they have the same combat speed. And obviously when Thor and Superman fight, it'll be as if they have the same combat speed.
