Joffrey would make you stare at your Dad's head for kicks. Wouldn't matter if he's angry or not. And without a bit of conflict or remorse in him.
He had power purely because other people gave him that power, and even while theoretically being the most powerful man in Westeros he was still too much of an incompetent coward to do anything about his midget uncle slapping the shit out of him, and was clearly intimidated by Tywin.
The difference is in how people who were actually in a position to fight back perceived him. Do you think that Robb found Joffrey intimidating? Or Stannis? Or even Balon ****ing Greyjoy? Not in the least, nor did any of their soldiers. They feared men like Tywin for their ruthlessness and ability to use that power effectively, or Gregor Clegane for his prowess in battle and his cruelty.
No one who wasn't one of Joffrey's ****boys or ****girls (Cersei is included here) were intimidated by Joffrey.
Now, if you found Ren to also be completely nonintimidating that's fine, but I take any claims that Joffrey was intimidating as a personal insult.
