He thought his visions was blocked because of nuclear war. However his power he replicated caused the same amount of damage as what war would have cost on a massive scale creating tacheyon burst. His projects created a nuclear blast without having to use nuclear energy but yielding the same result. Like any clean energy project a nuclear reactor or or one of DM reactors could produce a weapon.
With Manhatten making all this reactors to produce his power Adrian then researched its weponization. Although Manhattan is never shown to make a blast big enough on his own to destroy cities because he would never do that, the outcome would be a tachyon burst even if DM was unaware of it. If DM and SS are going at it at full power SS if gonna be hot with a powerful blast with enough force to knock him from his board.
DM's smaller blasts ask came from the inside of people resulting in there explosion and death. I don't see surfer absorbing a blast emanating from inside his body.

Lol, the Silver Surfer just that every time he blasts people or objects. What prevents the Surfer from trapping Manhattan in his board? Or killing him with the Galactus-buster?
Surfer has too many ways to win here, while all Manhattan has are made-up scenarios and never before seen applications of his powerset courtesy of his fans.

This is your problem. This has never been about how Silver Surfer can win. He can't. It is impossible for him to win. He will never be able to kill an immortal being that can reform himself from nothing. That's literally impossible. This discussion has always been about how hard it would be for Dr. Manhattan to kill Silver Surfer.

Manhattan isn't a physical being. His body is just an avatar. Even if he allowed his body to be absorbed (even though given that he can perceive Planck time events, he can just teleport away from Surfer's board and phase through the Galactus buster), he can just generate another.
Actually he has zero ways to win here. I'll say at best he can stalemate Doc, but he's not beating him.
