FotJ Luke is still well in DE Palpatine's league, who is comparable to RotJ Palpatine. If he were as strong as Anakin is supposed to be, he would be well above even the Ones. I don't think he is.

FotJ Luke has not been shown to be much stronger than DE Sidious. He's stronger, to be sure, but not much stronger. Palpatine learned Force Storm soon after RotS, so it's definitely in RotJ Palpatine's disposal. After his resurrection, he learned more about Dark Side rituals than anything, but his power did not increase vastly beyond the last time he was seen in a film where Lucas wanted Luke to be twice as strong as him.

Anakin on the other hand could handle the Children, alone, a feat only he could have done. The Children are far stronger than DE Palpatine, and Anakin handled both of them.

Just from what I've seen while looking into it. I brought the subject up a while ago before looking into it myself.

Luke and Leia used Force Harmony on Sidious to disrupt his connection with his powers. They did not use Wall of Light, you need to get your facts straight and stop wasting time of others with misleading information.
Luke never had to defend against Force Storm (Wormhole) power. He could not as proven by his evasive actions when the said power approached the flagship of Darth Sidious.
