Multiple reasons:

Spoiler:
#1: The Winter Soldier program was an experiment and they archived operations for clinical study to review how the subject operated in the field.

#2: Since at the time of the assassination HYDRA was embedded in SHIELD they likely kept the footage locked for safe keeping since they are a sleeper organization within the world's premiere intelligence organization. They couldn't have an actual SHIELD operative go out investigating the area for evidence that Howard Stark's death was anything more than a car accident so they confiscated and archived everything related to the truth of the incident.

#3: It's been established in both of the Captain America sequels as well as the Agents of SHIELD tv show that both SHIELD and HYDRA (pre and post SHIELD infiltration) keep archival footage of practically all of their operations, as well as being able to patch into surveillance equipment globally. Computerized Arnim Zola even brought up various archival clips in his scene in the bunker in TWS and he was the top scientist in HYDRA/SHIELD. The whole overall plot of TWS, besides the reveal Bucky was alive as a HYDRA super soldier, was HYDRA/Zola's plan to use global surveillance and automated Helicarriers to take out threats worldwide.

1. Where has it been stated Bucky was a trial study at the time?

2. Destroying the footage would have also worked 😐

3. don't remember this... link?

It's not like HYDRA had any reason to hide documentation of their missions anyway, it's not like they have some benign entity that oversees them that they need to hide stuff from.

okay just got back home

This is such a great film... Easily Marvel's second best.. I enjoyed the story. the action.. I understood both Cap's and Stark's reasons... Zemo had a simple motivation.. Chadwick Boseman as T'Challa/Black Panther great casting right there.. He was freaking awesome.. I cannot wait to see his solo outing.. Tom Holland as Spidey, eve more awesome.. Looking forward to seeing his solo outing.. Overall, This is a 10/10 5 star film...

going back again tomorrow to take my nephew..

I have a feeling there's going to be a recasting/ retcon after infinity wars

Just saw Civil War. Quick review: It's not my favorite Marvel movie, that's still a toss up between Iron Man 1 and The Avengers, but once Peter Parker shows up, this movie becomes REALLY good. The first half is a bit slow, and the whole plot about superhero accountability is a bit shallow compared to how it was explored in other stuff like Watchmen, but the relationships in this movie between the characters and how they change were quite fascinating and heart wrenching. The ending reminded me a lot of the cliffhanger at the end of The Empire Strikes Back. Baron Zemo was a better villain than I was expecting.

Black Panther was great. He made a good first impression.

Spider-Man was GREAT. His relationship with Tony was hysterical, and Tom's accent is spot on. Quipping was genuinely funny.

Bucky was surprisingly great. I really felt that Sebastian Stan put in a great, interesting performance.

I greatly enjoyed this movie. The airport fight was amazing.

Seeing this again during the week. WS and Cap are a pretty formidable team.

you ever hear of Seal Team Six and Operation Neptune Spear? Not only is that a documented case of assassination, there are several movies about it.

also, there are thousands of military mission reports that simply redact the details of what can only logically be called, assassinations.

Footage and secret organization are the keywords here

Edit- Natasha Romanoff: I know who killed Fury. Most of the intelligence community doesn't believe he exists, the ones who do call him the Winter Soldier. He's credited with over two dozen assassinations in the last fifty years.
Steve Rogers: So he's a ghost story.

The marvel intelligence community didn't even believe they existed... seal teams aren't something anyone doubts exists

ummmm, there is real footage of the raid on Bin Laden's compound.

the other part is an absurd thing to hinge an argument on because you're presuming to know what a secret organization would or wouldn't do.

like you said, they're a secret organization... the secrets are being kept from the outside world, they aren't being withheld from those who exist within the organization. Why would they not keep personal records for their own use?

Hydra isn't a secret organization.

WS isn't an organization. 🙂

Well, they haven't been a secret organization since WW2, they just went into hiding.

People still knew what Hydra was though.

Quanchi showed me a link that says Spider-Man makes like 1.3 billion per year while Batman is a distant second with like 500 million followed by Superman.

Think that's in merchandise. But yeah he is the biggest character. Kids LOVE Spider-Man. (Btw Marvel keeps all the movie merchandise sales for Spidey which is why they're helping Sony get the solo movies back on track. Because it means Marvel makes more from the movies than Sony do).

Anyway back to your point, I still think Spidey wasn't marketed enough for this movie. 1 quick image right at the end of the 3rd trailer, and a couple of tv spots. Plus he's not on any of the posters.

So I think the Spidey goodwill will come in the 2nd weekend via word of mouth.

This movie was labeled "Best superhero Movie Ever."

Well deserved.
