It's a joint universe, of course other characters will pop up. With certain characters being more popular than others, of course other characters will shine.You have episodes where Arrow joins Flash in his episodes, doesn't mean those episodes aren't "just" Flash. They're actually Flash episodes. No ifs or buts.
It's a storytelling style being used in the MCU franchise and it's not as if it's a unique storytelling style, either.

I didn't feel like it was even a little bit Avengers 2.5 or Iron Man.
The focus was squarely on Cap. Stark was obsessed with Cap. The majority of plot was dedicated to Cap.
Yes, other characters were in it. And it's a testiment to the skills of everyone involved that they could juggle such a large cast, have no one that felt wasted, and still ended up feeling like a Captain America movie.
Compare to Batman vs Superman.. That was almost all about Batman, Wonder Woman was wasted, and Superman was only in it for the fight scene..

Fact is, It's a the THIRD movie in the Captain America trilogy; thus forever making it HIS movie. He's in it the most, the central theme revolves around his reactions and relationships with both Tony AND Bucky. He has the most action scenes and comes away from it looking better than anyone else.
But there is no doubt it's also kind of like Avengers 2.5. That said, all other characters take a backseat to Cap and rightfully so. Maybe we can get back on track.
