Fox had the rights to both actually. IIRC, you still see "Maximoff (2)" up on the one computer list Mystique steals during the one X-men film from a few years back. They had a few other interesting names on that list as well, like Garrison Kane and Kevin McTaggart. And this was long before DoFP actually introduced a version of QS and his sister.

It's Fox. Think they are going to give a shit that they never actually used the character onscreen? They just want to score whatever they can wherever they can. That list is from X1 or X2 IIRC, so it shows that, if nothing else, the Maximoffs belonged to that franchise/company by that point already.
The twins were a big selling point in AoU, so would be more worth it to spend more money on trying to advertise them, but Wanda is going to be just one minor character among many in Civil War, a movie focused on Cap, Tony, and seemingly Bucky.
So we can probably only expect more Spidey and SW in the teasers and trailers much closer to the actual release date.

From the trailer the scope of the "Civil War" is far smaller than what I had hoped and expected.
The time it would take the MCU to grow big enough for a large scale CW movie would be ridiculous, this is the best way to do it.

Not really. As you said, there's 50 years of comic history which equates to a lot of people knowing the characters by face & name. We don't need a origins story for every character on screen. We don't need to know each individual's motive for taking sides.
I can't see a large scale version as impossible, we have the last 2 Avengers movies to prove it can be done. We also have both the Star Wars & LOTR franchises to prove a story can be told over a series of films.
It just feels like the Bucky/Cap storyline is pretty weak so add a diluted version of Civil War to give it substance...get the story out of the way & get back to Thanos.

Comics aren't movies, more people have not read the comics than those that have. Most people did not know Winter Soldier before the last movie and will not know Black Panther until this one. Even if that weren't the case, it really doesn't matter. Not enough of the MCU has been fleshed out for anything resembling the scale of the comics to occur. Just adding in characters for the sake of making this feel "big" would be stupid. Better that the story be coherent than adding unnecessary characters for scenery.
Yea, but they aren't telling the story over several movies, just one. Did you read Civil War? Aside from the tie ins it focused mainly on Cap, Tony, and Spiderman anyway.

They weren't even shy to show Cap vs Tony in the first trailer, so trying to build up hype around Spidey (when it seems he is not even in a very big role) by not showing him at all doesn't make that much sense. If anything, a 1 or 2 second flash of him doing something cool, maybe towards the end of the trailer, would create a much bigger buzz than a total absence IMO.
The whole character rights thing is a bit confusing, because Sony has the screen rights, but Marvel has all the rights on the toys and other merchandise.

A good percentage of movies have fictional characters that don't have back stories. Audiences just accept the roles they see on film without questioning or wondering about their back stories. Just because this is based on comic book characters doesn't mean they have to have an origin story to give them substance. The minor characters of Star Wars has proven that.
And most times, a hero's origin story is altered for the screen, losing more fans then creating them.
No, I never read the full story of Civil War. I tried but got fed up with the amount of tie-in, cross over issues I had to buy.
No, I never knew Bucky became The Winter Soldier until I watched Cap 2 & Black Widow explained enough of his background to give his character substance.
I guess I'm just saying, sure use the storyline of CW for Cap 3 but giving it that title will disappoint a lot of fans.
Fans prefer that knowing reference to storylines rather than watching a diluted version...IMHO.
Someone else pointed out that if the film actually followed common sense and logic, Tony would just hop inside Veronica and wipe out Cap's entire team by himself. Thank goodness it doesn't though, or the film would have been 15 minutes long. I am super psyched for the Winter Soldier's return. He's easily among my 3 favourite MCU characters, alongside Daredevil and Bruce Banner (Mark Ruffalo as Bruce Banner specifically). And, just based on that trailer alone, it looks like Bucky is going to be pretty great in this film.

Like you said it's the very first trailer and Spider-Man will only have a small role. So showing him at this stage would actually be a bit disingenuous Imo.
The new Contract with Sony allows Marvel to use Spider-Man on screen in their own Marvel films pretty much as much as they want. But the Spider-Man solo films are still controlled by Sony. The deal however was made too late to give him a major role in this movie.
Yes, but on the flip side, they risk overhyping a minor character and detracting from the main plot of the movie, and the two main characters. And that would be a poor move, considering that, at the end of the day, Cap and Iron Man are not only theirs, but two of the biggest names in their film franchise. The last thing they want is Civil War itself being overshadowed by the Spiderman debut.
Anyway though, whether it is hype building or some contract semantics, we can probably only expect anything of substance from Spidey much much closer to the actual release date. If nothing else, I am curious to see how he is going to be brought into the story. I read a rumour on the one site where it said that he is going to have been active for "about a year" by the time of Civil War, but considered a "myth" or a "story/rumour". But that was comments from back in September, so who knows how accurate it is. That route is totally doable though, if he has been operating on a small scale up until now, like characters like Daredevil have.

Well, even his suitcase armour, which is one of his weakest and most basic armours, is strong enough to kick a car with enough force to send it skidding several yards. So I would say he still has a significant strength edge. But Cap has more than enough strength, in combination with his vibranium shield, to do some damage to Tony IMO, especially if he targets the weaker areas, like the joints of the armour.
Well, the one trailer from Civil War has already gotten me more intrigued than the two trailers for Dawn of Justice. But to be fair, part of that is because the MCU has been going on a lot longer, so I have a lot more emotional investment in the characters. Not to mention CA:WS is my favourite MCU film.
