I'd say the capability is certainly there but there wasn't enough Joker scenes in this cut to know for sure.
Still waiting on a solid plot and strong pacing for these DC flicks though. Not sure if execs are screwing these up or what, but this is the best DC flick I've seen yet... but that's not saying much compared to what they've given so far.
For some reason this film loses all steam and tension at the halfway point and I think the huge plot and pacing problems are the major reasons.

That is true. I should have been more clear. Jared did an OK job and under the right pen (Say Ben Affleck), I think he could really shine as the Joker.
Jared said he wants to be in Ben's Batman movie.

This is not a good film and that is putting it midly... tonal issues. editing issues... Margot Robie is smoking hot but as an actress, she needs better acting lessons, same with Cara D.... the script sucked. the humor was clearly forced.. Will Smith was well Wil Smith. Scott Eastwood was a waste, as was most of the cast.. also the villain sucked badly

No. Not even close.
Admittedly, he's barely in the film but from the little we see he's Joker in name only and barely comes off as insane. Apparently, most of Leto's scenes were cut because they weren't testing well as he came across as too abusive or some shit. Really disappointing.
I genuinely thought he did as could be expected coming off the shoulders off Ledger Joker and Nicholson in the Burton films. He was more of a gangster/prep mater than an Agent of Chaos or throwback to the 60s West stuff. From what I saw he had excellent chemistry with Margot and they were one of the highlights of the movie.

Harley, Boomerang, Diablo, and Deadshot were all really good.
