By this point Revan had taught Scourge how to protect his mind from Vitiate and it's specifically noted in Swtore that Vitiate preserved Scourges mind and ability from direct contact with his mind. Which would have harmed him.

Emperor Vitiate have the ability to read minds as well; when the Jedi Strike Team led by Master Tol Braga approached him on his space station in a 'surprise' arrest attempt, the Emperor successfully identified the Jedi. At this point, HoT (Player) gets the option to ask Emperor Vitiate that how he knows about Tol Braga and the Jedi, and Emperor Vitiate responds that he knows everything.

I don't think that's it's only function? Malgus said there was three, one built fleets, one built armies, one xenoformed planets. He did expressly say that all manufactured technology on a massive scale, so it could still be it.
