Except the Wrath answered and reported directly to the Emperor, and spent a lot of his time acting as the Emperor's personal protector.

Since you don't know how much actual time he spent with the emperor, nor if they were even at the same location or he just talked to him through comlink, this is a baseless.

Heck, the Hand even berates the new Wrath for distancing himself.

So

He's the Sith Emperor's equivalent of Vader, and is just as close.

By this point Revan had taught Scourge how to protect his mind from Vitiate and it's specifically noted in Swtore that Vitiate preserved Scourges mind and ability from direct contact with his mind. Which would have harmed him.

Also, BioWare said that the Emperor's true species is neither human nor Sith pureblood, and we will later understand the true depth of his origins - or something like that.

A fan asked if we will ever see Vitiate's true form as a Sith pureblood, then BioWare said there's more to his story than we thought and that maybe he isn't even a pureblood.

So if he's not human or pureblood, what the **** is he? 😛

As for Lord Scourge, Emperor Vitiate intended to transform him into Emperor's Wrath and it is stated in the SWTOR Enyclopedia that Emperor deliberately spared Emperor's Wrath from his telepathic influence because he wanted Emperor's Wrath to operate at maximum efficiency. This is the reason.

Is this the case then explain to me the reason behind Sidious' failure in reading the mind of Luke.

In addition, Sidious shared some kind of telepathic link with Vader, if I remember correctly. Due to this factor, it was possible for Sidious to know what Vader had in mind.

Emperor Vitiate had been well-aware of his surroundings and developments in the galaxy. Emperor Vitiate have the ability to read minds as well; when the Jedi Strike Team led by Master Tol Braga approached him on his space station in a 'surprise' arrest attempt, the Emperor successfully identified the Jedi. At this point, HoT (Player) gets the option to ask Emperor Vitiate that how he knows about Tol Braga and the Jedi, and Emperor Vitiate responds that he knows everything.

The Emperor was no longer a member of the Sith species; his power and immortality had transformed him into a being unique in the galaxy.

Yeh, I thought it was the third Star Forge when I saw it, because we still haven't seen that.

The fleet interests me most, that ship looks shockingly like an executor. How original Bioware.

I don't think that's it's only function? Malgus said there was three, one built fleets, one built armies, one xenoformed planets. He did expressly say that all manufactured technology on a massive scale, so it could still be it.

Maybe it can throw moons or something.

Don't think its Rakatan. I think it's a newer faction. I'd actually hazard a guess that's it's the Hapes Consortium.
