It's the fans who worry about canon, so they're the "they" who can't make up their minds. 😛
Basically, it comes down to which came first, and which is the adaptation. Back in the day, the manga came first, and the anime was adapted from it. And today, those roles are reversed.
As to movie vs series..
Well, Toriyama personally writes both, so I suppose even though the anime series comes after RoF and BoG, any inconsistancies between them will be considered a retcon in favor of the tv show? Maybe?
I dunno, I'm not the canon police. I prefer to think Whatever Happened to the Man of Tomorrow is canon, because of all the annoying characters it killed off (Superman sure got over Jimmy's death real quick 😛 )

Pan was originally 4y/o at the 28th WMAT(the "10 Years Later" chapters of the manga/anime.) However, if Videl is still pregnant in the coming episodes of DBS(which retell BoG), then Pan's age has likely been retconned. Remember, these first first episodes are supposed to be set a mere 6 months after Boo's defeat... Which would retcon Pan's age to 8-9 by the 28th WMAT.
