Ehh, I think raw power could be argued, potentially even in Zen-Oh's favor. Haxx is a slaughter in IG's favor, though. To be fair on Zen-Oh's behalf in that regard, though, a being that literally became the universe and was warping time/space to the extent that the alternate present timeline was being affected, was instantly and effortlessly erased by Zen-Oh.
The biggest weakness of Zeno is that there isn't one Zeno. That puts him below Classic LT. Of course Zeno isn't supreme. He is there with IG. And isn't Tori-bot actually supreme in DBU?
About mortals surpassing GoD. Akira cleary said he doesn't have intentions Goku surpassing Beerus anytime soon (so that means there is potential for that) and he said Freeza can never catch up with Beerus no matter what.
Ending of DBZ is canon to anime, so who knows how powerful was Goku at EoDBZ.

When did Toriyama say that Frieza can't surpass Beerus?

If Goku can eventually catch/surpass Beerus, I don't get why someone as gifted as Frieza who reached somewhere around rookie SSJ Blue level with just four months of training would not be able to do the same, if given the opportunity and time needed. Just from mentally training during his return to hell, Frieza decently improved himself again, along with fixing the initial problem of his golden form.
Wouldn't say Frieza would reach Zeno level if he trained more like that ridiculous proposed idea, but if he still has latent potential that would allow him to get significantly stronger in a short amount of time, he should be able to continue to progress as fast as Goku if not faster.
Logically speaking anyway, but if Toriyama decided fairly early on that Frieza will never catch Beerus (unlike Goku), then that's how it'll be I suppose.
