No, narration is said through the narrator. Android 18 has no gnostication of what is going on in the entirety of the World of Void. And as the people above me mentioned, if we take every character statement literally, you're going to be hung by your own words.

Yeah, the literary intent of the scene seemed to be nothing more than"Goku is WAY stronger than he was a minute ago!" Now if we get back to earth and see Goku shaking all reality each and every time he uses that form, it'll be a different story.
