Whis claimed it was a "heat of battle" or some such, that burns away everything until there is only instinct. It seems like a "warrior madness" state, the way he discribed it.
The heat is the aura his new transformation gives off and has been a plot point since the first time Goku used Ultra Instinct. It’s likely a mix of his god ki and the energy from the Spirit Bomb.
Frankly the heat is part of the reason Goku’s MUI makes sense. Goku’s body seems to use the heat as the means of entering Ultra Instinct. Beerus, Whis, and presumably the other angels don’t use Ultra Instinct this way so I assume the reason for this transformation in universe is that it is just the method Hoku’s body feels most comfortable using.

Beerus is hundreds of millions of years old(because he explicitly said so), and we have NO legitimate reason to assume otherwise.
It is what it is far as Beerus' lifespan I suppose. I just thought maybe having a real rival (Goku) for the first time in thousands/millions of years would give him that push to train and surpass limits again that he didn't have before, but, if we're denying any potential for Beerus getting stronger, how will he still be relevant in the future?

Oh, I agree that it would be cool to see Beerus start training vigorously to attain MUI himself and surpass Goku. I just don't see it happening, is all.
