He could have, but he didn't. My guess is that he wanted to get people's attention and make a strong point that using a euphemism wouldn't have accomplished. You also have to consider that, surprisingly, Obama doesn't tailor his comments to those who oppose him, but rather his supporters. A lot of his supporters are mollified when he takes a hard stance on issues of race.
