Im not using only that though. That along with the fact that GEB was initially contained makes me think that Presence is GEB's superior.
Im having problems posting scans. the very first page of Spectre v2 #1, letter's page of Spectre #2, and the last page of the '86 JSA special all reference the GEB instance. The spectre v2 series depicts the Presence as being active while also acknowledging that GEB instance happened (in fact it was the very reason why Presence depowered the Spectre). Maybe someone else can post them, but i can't. Ill retry later on.

The classic IG has it's limits, it was Universal, though affecting a Universe will logically affect it's timeline. Also the user was never omnipotent, else there would be no challange and no one could beat it, yet it was clear that LT would have beaten it, so no omnipotence whatsoever. The HOTU was also not the power of TOAA truth be told, it was inferior, it granted Omnipotence in it's native Universe but not omniscience, the power of a real superior being is omniscience and omnipotence, Thanos even with the HOTU lacked the Omniscience as he wasnt aware that he was played for a fool, used like a tool by TOAA and that Death and Warlock, who were outside of the Universe, were existing etc. So no, he couldn't predict the outcome, he wasn't aware of everything, he was simply not omniscient, just had more power/control or semi-omnipotence in his native Universe.
