Depends. I don't know who that guy beating up Hercules is. If they're on the same level physically, I would say, at least at the time being no, it's not lowballing when we haven't seen anything to establish this as a lowball of Hercules' skill.

And the point is just that fights where Herc uses skill to "close the strength gap" don't seem to go the way Stoic describes. I'm not lowballing Herc, just wondering where we can see Stoic's Herc in the comics.
