Because they are basing Mihawk's level on Shanks physical prowess, so it's important to compare it with an equally powerful fighter with only physical strength and haki at his disposal.
So, I guess Smoker didn't grow in strength the past two years. He's defeat by the hands of Doflamingo is humiliating for a captain, considering he was on equal footing against Vergo.
Or Doflamingo is just uber tier now?
Doflamingo >= Law > Vergo = Smoker?

If Doflamingo can tango with Aokiji, or at the very least, defend himself and get a few hits in, Doflamingo would definitely be uber tier.

Her facial features looks so similar to Lola, so I predict that she is Lola's mother. Maybe she will form an alliance with SH and Law once Luffy shows her Lola's Vivre Card.

Base on feats, Roger should be on the bottom, but because he is hype and part of the plot, I won't complain to much about him being on the top. Everything else looks nice.
I feel strongly that Whitebeard during his prime should be on the top. He could of took on Roger.

Probably just the facility, rather than the island itself.

Remember it was only Ryuuma's body with Brook's shadow and skill (pre-skip Brook at that). So if the original was far more skilled, he may have been very badass indeed.
That kid is becoming more annoying with every chapter though.
With that said One Piece was the best thing to come out this week though it's success isn't due to typical OP awesomeness but more-so due to Naruto and Bleach ****ing up what would've been good chapters
