In Lucifer 39 Yahweh talks to the brothers about his great plan and why he has chosen who he has to be his successor. He starts off by saying that the brothers and the roles they played in the making of creation was unneccessary. Creation wouldve formed itself however he wanted to prepare the brothers for the time when he would choose a successor so by taking part they'd learn the necessary skills:
He then goes on to tell the brothers that he created the host only because of the role he had intended for the brothers. They were peers through which the brothers could learn right and wrong, mature and develop with. Yahweh then reveals that the rebellion was a part of his plan by saying how else could Lucifer have had a rebellion if it wasnt for him creating the host to be his followers, he says theres a reason for everything he does, that the rebellion was the point, it was something he intended and expected from one of the brothers at least. Yahweh then says how disappointed he was with Michael for not questioning his existence and gods right to act as he does over creation. He however was pleased with Lucifer and says up until this point he had acted according to the plan. So conclusively you have proof there that the rebellion was a part of the plan.
As for having power over Lucifer the fact that his power dwindled with Yahwehs absence says it all. Thats quite conclusive my friend 🙂
