Gokou didn't loose energy while fighting Vegeta and went Kaioken...his body was just not going to hold. Gokou can't use SSJ3 full power he's not going to be able to stay ssj3 with more power added to it.

I’m arguing that teleporting to another planet and teleporting back isn’t retreating, and that Superman is leaving the planet as well to use his heat vision, their both retreating.
I’m also arguing that Superman only moved at those tremendous speeds when he was accelerating.

How is Gokou going to hurt somebody who can survive a black hole without any problem? How is going going to hurt somebody who has held a mini-black hole in his hands? How is Gokou going to hurt somebody who while weakened and dying by kryptonite nuked himself and wasn't even hurt? How is Gokou going to hurt or put down Superman when he's taken punches that shook Earth from the atmosphere?
Yet Gotenks didn't punch through the barrier between worlds he yelled. And seeing as how it took Super Buu angry, and a ssj3 Gotenks...Gokou isn't going to have the power level to do anything like that when Gotenks and Super Buu are > Gokou. Not that it really matters because breaking though it isn't going to help in a fight.

Leaving the field
Combatants who leave the field of combat on purpose forfeit the match. If they are removed from the arena against their will (being punched, thrown, teleported, etc.) and can make it back under their own power in a reasonable amount of time, then they are still in the fight. Obviously, if a combatant leaves the field and cannot return under their own power, then they have lost.
Going up into the atmosphere of the planet means you're still within the planet's area. (otherwise you'd have to be "in" the planet rather than on it)
Going to another planet means you are no longer with the planet.
