The anime could be a separate canon - however it wasn't specified in the OP that we're using the anime, so by default, we're using the manga (the original canon).
Not to mention that the anime has a bunch of ridiculous stuff that makes the characters look weaker as well as stronger (for example, the infamous School Bus Incident).

All that means is that Dragonball has an anime and a manga, not that they are canon to each other.
he explains that and states the anime is the manga, if he states that then anime and manga would be canon t oeach other (they are extremely close, the animated series and comic of superman can't be compared)
He never says the anime is the manga (which wouldn't make any sense, as they are obviously different). He says the anime and the manga are both Dragonball.
Just like the cartoon Superman and the comic Superman are both Superman (but they are not the same continuity).
