The maximum range of his rifle is 4 miles. The only reason he never took a shot over a mile is because there was simply no need. The scene where he shoots the can of stew, he's shown being optimistic as to whether the shot can be made. What did he do? He made the calibrations and nailed the shot.

Let me ask you this. Have you watched the scene closely? You really believe that shot was over 2 miles? Think about it. Two things here:
1. After the sniper scene, the special agent is getting off the plane and says "But the russians say that Belikov was grazed by a single bullet from 4 km away." Now, grazed. His damn head was blown off, why did they say grazed? And just because the Russians say it was a 4k shot, when we can SEE it's not (I'll circle back to this), we accept that it is a 4k shot? We accept what is said over what is seen?
2. Now, time to circle back: Watch the scene, here:
FF to :21, when the guy with gray hair looks down at the blood splatter on his suit. We can see, in the background, the building where 47 shot from. Observe:
No way in hell that's over 2 miles. The gray hair guy in the blue tie is right next to Belicoff, the building 47 shot from highlighted in red. That's maybe a mile.
So two things: The Russians said Belicoff was only grazed (yes, I know it wasn't really him), and two, we can see that it is not over 2 miles. But if you're that easily fooled, go with it.
Bottom line is that the shot was not over 2 miles, we can see this.
