Taskmaster has also stalemated or beaten a number of the Marvel characters in top tier, and that's whilst being physically inferior to the majority of them.
Not really sure why BP would deserve it any more than him.

She got retrained by the uber ninja master Ogun and killed Slaymaster.
Black Panther is at the very top of the second tier, bitting at the heels of the top tier but not quite there IMO. Skill wise I put him neck and neck with Deadpool, close to top tier, but there yet. I do agree he deserves the spot more than Taskmaster, but that has more to do with my opinion that Taskmaster doesn't deserve it at all, more than the idea that Black Panther does.

I don't think someone should be moved out of (either above or below) first tier without a nomination of who is filling their spot. If Black Canary goes down to second tier, who from DC is moving up? Leaving a spot open is just messy.

there's no question that in terms of hand-to-hand he's right there with him, the fact he would own everyone in the second tier only aids that notion.
bp probably has more top tier martial arts feats than psylocke, why he hasn't been promoted up there yet makes no sense to me.

I'm caught inbetween Psylocke to top tier and BP. I'm leaning towards Psylocke. Can anyone show me anything with BP using nothing but top tier skills? Also, didn't Psylocke fight Creed with pure h2h?

He stalemated Cap in a spar during Civil War, Cap said it wouldn't happen in a real fight.
Daredevil was holding back because the more he damaged Black Panther the more the mind control was taking over. Also BP > DD physically.
Iron Fist was mind controlled.
He managed to intercept and toss Wolverine away. Wolverine did the same thing to the Mandarin, should we move him up to Ubre?
I'd disagree that Black Panther would "own" everyone in second tier in pure skill, considering one of them, like, killed Batgirl. One of them spars with people like Shiva.
And if Canary does get moved down, in pure skill, I'd disagree that he'd "own" her.

It's in perfect context. Champion basically has one large resume full of unverified references. His references are all amazing and fantastic, and sure they might all be true, but we haven't seen anything that makes people comfortable saying that his more skilled than Batman. His references might say he is, but he hasn't shown it, so he is sitting in Second Tier. Gamora is in exact same place but for some reason some people aren't rational enough to come to same conclusion, and she is in Cosmic Tier with no a shred of evidence to support her listing. I only voted for Mr. X because I was trying to get Taskmaster replaced with Psylocke. Since that doesn't look like its going to happen, I vote Psylocke instead I guess... but I think they should both be there but freaking Taskmaster is soaking up a spot he doesn't deserve.
