I think it was both actually as the first blast sent Opress flying back. I don't think FL does that by itself.
Also Dooku casually levitates and chokes Opress in their sparring session. I know that was before his training but he hardly had any training and the vast majority of his power came from the nightsister amp as confirmed by Dave Filoni.
